The Flash XS-1 is a tactical slot consumable available to all non-MAX infantry classes. It is unlocked and resupplied through purchase with Merit from the Merit vendor in Sanctuary.

The Flash XS-1 allows the user to spawn a special variant of the Flash in any location with a direct line-of-sight to the sky directly above. This Flash variant is completely devoid of any modifications, equipped with no weapons, and the passenger seat is also unavailable for use, thus making the Flash XS-1 only able to carry a single passenger; the driver themselves.

To deploy a Flash XS-1, equip the item and use the Fire key (Left Mouse Button by default) when the visible indicator is green. The Flash must have direct line-of-sight to the sky above to be placed, referred to in-game as "outdoors."
