The Water Balloon is a grenade available to all factions. It is automatically unlocked for the duration of the Summer Event, though is no longer available following the end of the event.
The fuse is impact based, and will detonate to deal damage to all lightly-armoured targets.
The Water Balloon is a gag grenade, used solely to participate in the Summer Fun directive. This "grenade" has a far inferior damage output to standard damaging grenades of all types, with a quicker drop-off to boot.
Unlike all other grenades, the Water Balloon will always have a capacity of 4 balloons, and is not affected by Grenade Bandolier.
To throw a Water Balloon, press the Use Grenade hotkey (G by default). You will throw it using your right arm after a short animation.
